Safety-Gated Agentic Supervisory Control on a Coupled Distillation Benchmark: Regime Map, Auditable Gate, and Co-Design Findings

What a plant still needs is a hard check: named constraints, logged margins, and an admit/block decision before the regulatory layer moves.
